Vehicle Laws - Changing Lanes - Lane Must be Clear
Altering a provision of the rules of the road laws in order to
prohibit the driver of a vehicle from changing lanes or moving from a
shoulder or bikeway into a lane until the lane is clear so that the
vehicle may enter and occupy the lane without danger to any other
vehicle.
