Synopsis:

Prohibiting specified health insurance carriers from offering or paying bonuses or other incentive-based compensation to health care practitioners under specified circumstances; requiring health care facilities to have an adequate and safe minimum staffing level; requiring the Secretary of Health and Mental Hygiene to adopt standards related to the minimum staffing level; prohibiting denial of specified health care services to a patient; etc.
