Synopsis:

Authorizing, rather than requiring, the counties including Baltimore City to have a county income tax; excluding a county income tax from the definition of "income tax" under tax laws of the State; altering provisions relating to collection, administration, and distribution of the county income tax by the Comptroller; providing for collection and administration of a county income tax by the appropriate local official as designated by law by a county; altering the calculation of the county income tax; etc.
