Synopsis:

Prohibiting in Baltimore County Class A and D alcoholic beverages licenses from being issued to applicants who hold out-of-state alcoholic beverages licenses, with an exception; and generally relating to out-of-state licensees who apply for an alcoholic beverages license in Baltimore County.
