Requiring automotive repair facilities and vehicle storage facilities to maintain specified records; authorizing the Motor Vehicle Administration (MVA) or a police officer to inspect records and vehicles and parts for which records must be kept; establishing and modifying penalties pertaining to automotive-related industries; altering MVA's enforcement authority; modifying a prohibited act pertaining to tow trucks; etc.
