Synopsis:

Changing the crime of possession of child pornography from a misdemeanor to a felony; and increasing the penalty for possessing child pornography for a first offense to a fine not exceeding $5,000 or 2 years imprisonment or both or for a second or subsequent offense, a fine not exceeding $10,000 or 5 years imprisonment or both.
