Synopsis:

Allowing lawyers to charge reasonable attorney's fees for representation of a claimant in an unemployment benefits hearing or appeal; allowing unemployment benefits claimants to contest attorney's fees; authorizing the Board of Appeals for the Department of Labor, Licensing, and Regulation to review allegedly unreasonable attorney's fees; authorizing the Board of Appeals to order a refund of contested attorney's fees in cases where the Board determines the fees to be unreasonable.
