Synopsis:

Adding a new section to the Constitution of Maryland providing for a City Manager for the City of Baltimore to be the chief administrative officer of Baltimore City; requiring the Baltimore City Council to appoint, and remove for good cause on three-fourths vote, the City Manager; requiring the City Manager to assist the Mayor in appointing City officers, to suspend or remove the officers, and to prepare annually the City budget; and submitting this amendment to the qualified voters of the State.
