Establishing that the government of Prince George's County has the principal responsibility for the health, care, and control of the inmates under the jurisdiction of the Prince George's County Department of Corrections; prohibiting the government of Prince George's County from entering into any contract with a private business entity to provide services for the health, care, and control of the inmates under the jurisdiction of the Prince George's County Department of Corrections; etc.
