Creating a State Debt not to exceed $175,000, with a matching fund requirement, as a grant to the Board of Directors of the Cumberland Cultural Foundation, Inc. for the repair, renovation, restoration, reconstruction, and capital equipping of a building to house the Gilchrist Museum and located at 104 Washington Street in Cumberland; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
