Synopsis:

Allowing a State income tax credit for transfer tax paid for residential real property that is occupied by the purchaser and is located in an area designated as an eligible neighborhood for economic revitalization assistance under the Neighborhood Business Development Program; and applying the Act to tax years after 1998.
