Synopsis:

Requiring that a certificate of candidacy be accompanied by a sworn affidavit called the "serious candidate affidavit" indicating that a candidate will actively campaign for at least 7 days in the year 2000; authorizing an exemption at the discretion of the appropriate board; requiring a $500 fee for failure to file an affidavit; providing for the effective date and termination of the Act; etc.
