Authorizing the creation of a State Debt in the amount of $50,000, the proceeds to be used as a grant to the Mayor and City Council of the City of Laurel for the purchase of a building in Laurel, known as the Laurel Foundry Building; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
