Authorizing the creation of a State Debt not to exceed $1,250,000, the
proceeds to be used as a grant to the Maryland-National Capital Park

surrounding property to include construction of an octagonal barn;
requiring the grantee to provide and expend a matching fund; and
requiring the grantee to grant and convey a certain easement to the
