Synopsis:

Providing that the insurance laws of the State do not apply to a motor vehicle rental company that offers insurance coverage in connection with the rental of a motor vehicle if the company obtains a broker's certificate of qualification, or retains the services of a person who has a broker's certificate, provides an insurance training program to its employees who offer the insurance coverage, and proves its ability to fulfill its financial obligations under motor vehicle rental agreements.
