Synopsis:

Prohibiting specified electronic, telephonic, or wireless transmissions to an electronic mail device for the purpose of a commercial solicitation; authorizing recovery of damages and civil penalties under specified circumstances; and authorizing a court to award attorney's fees and court costs.
