Synopsis:

Increasing the penalties for a second or subsequent violation of certain offenses relating to driving a motor vehicle while under the influence of drugs, drugs and alcohol, or controlled dangerous substances; establishing that prior convictions of certain offenses relating to driving a motor vehicle while intoxicated or while under the influence of alcohol, drugs, drugs and alcohol, or controlled dangerous substances are considered convictions for the purposes of certain second or subsequent offender penalties; etc.
