Synopsis:

Requiring the Washington Suburban Sanitary Commission (WSSC) to credit the water and sewer usage charges of property owners in order to offset the cost of front foot benefit assessments charged without the required notice; establishing a limit on the amount of credit the WSSC may charge against water and sewer usage charges of property owners; authorizing the WSSC to subrogate to the rights of the property owners under specified circumstances; etc.
