Requiring a person who operates a coal combustion flyash disposal site to obtain permits, to conduct investigations, to evaluate environmental impacts, to implement a leachate collection system, to limit the exposure of coal combustion flyash, and to implement best management practices for the handling of coal combustion flyash; etc.
