Synopsis:

Requiring a "living wage" clause in all State procurement contracts except contracts for supplies; requiring contractors to include a "living wage" clause in all subcontracts except subcontracts for standard commercial supplies or raw materials; defining "living wage"; and requiring the Board of Public Works to determine the living wage annually by regulation.
