Synopsis:

Authorizing elected county boards of education to impose, by resolution, a property tax to provide funding for public school operations and expenses; providing that the property tax is in addition to the county property tax; providing for the collection and administering of the property tax; requiring the property tax rate to be set by county boards at a specified level; requiring counties to reduce their property tax rate by a specified amount for specified fiscal years; etc.
