Synopsis:

Clarifying the circumstances for issuance of a citation; allowing a police officer who makes a warrantless arrest of an individual, instead of causing a statement of charges to be filed and having the defendant brought before a judicial officer, to charge the defendant with specified offenses by citation; requiring a judge to order a defendant to be fingerprinted if the defendant is charged with specified offenses; etc.
