Synopsis:

Authorizing the Motor Vehicle Administration to issue individuals with sensory disabilities of hearing or speech or language impairments special registration plates; requiring a licensed physician to certify that individuals have the conditions necessary to qualify for special registration plates; requiring individuals issued special registration plates under this section to have identification available for inspection by police officers when driving a motor vehicle with the special registration plates; etc.
