Authorizing estimated transfer tax revenue for fiscal year 1999 in excess of the estimate used as the basis for appropriation in the State budget to be made available by approved budget amendment for expenditure in fiscal year 1999, notwithstanding a provision of law requiring allocation of excess transfer tax revenues in future years; etc.
