Synopsis:

Requiring the Public Service Commission (PSC) to require electric companies to offer nondiscriminatory affiliate wheeling; establishing requirements for affiliate wheeling tariffs, terms, and contracts; prohibiting an electric company from imposing specified charges on customers under specified circumstances; authorizing the PSC to impose specified terms, issue orders, and take actions relating to affiliate wheeling; providing for applications and appeals relating to affiliate wheeling; etc.
