Synopsis:

Clarifying the method of giving notice of elections to provide that, unless a local election board mails a specimen ballot to each registered voter in the county at least 1 week prior to the election, the board must provide notice of the election by publication in newspapers of general circulation or dissemination by other means of mass communication in the county during the calendar week preceding the election.
