Creating a State Debt not to exceed $300,000, with a matching fund requirement, as a grant to the Board of Directors of New Song Urban Ministries, Inc. for the construction and capital equipping of the New Song Center in Baltimore City, to be used for community programs; and prohibiting the use of the proceeds of the bonds or the matching funds for sectarian religious purposes.
