Authorizing the creation of a State Debt not to exceed $250,000, with a matching fund requirement, the proceeds to be used as a grant to the Board of Directors of the Federation of Hispanic Organizations of the Baltimore Metropolitan Area, Inc. for the planning, design, repair, renovation, and capital equipping of a building leased by the Federation, the building to be used for the expansion of the services of the Federation.
