Creating a State Debt not to exceed $450,000, with a matching fund requirement, as a grant to the Board of Directors of Our House Youth Home, Inc. for the acquisition, renovation, and capital equipping of Mellwood Farm located in Olney and to be used by the grantee as the permanent home for a residential training facility; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
