Authorizing the creation of a State Debt not to exceed $300,000, the proceeds to be used as a grant to The Salvation Army, a Georgia Corporation, for construction, reconstruction, and capital equipping of a Salvation Army Youth Center to be located at North Lake Park; requiring the grantee to provide and expend a matching fund; and prohibiting the use of the grant or the matching fund for sectarian religious purposes.
