Synopsis:

Requiring the Secretary of Health and Mental Hygiene to study legal and policy issues relating to the use of volunteer physicians at charitable health care clinics in the State; specifying the content of the study; and requiring the Secretary, on or before January 1, 2000, to submit a specified report to the Governor and the General Assembly.
