Synopsis:

Prohibiting participants in a martial art competition who are at less than black belt level from using maneuvers that involve full force contact to the head; requiring a martial art competition organizer to provide a ringside physician at certain matches; requiring a martial art competition organizer to provide notice of certain safety requirements to competition participants; providing for criminal penalties for violating certain safety requirements; and defining the term "martial art".
