Synopsis:

Creating a State Debt in the amount of $250,000, with a matching fund requirement, the proceeds to be used as a grant to the Board of Directors of the Rehoboth Church of God in Christ Jesus Apostolic, Inc. for the planning, design, repair, renovation, construction, reconstruction, and capital equipping of the first three floors of a building in Baltimore which will house the Randolph A. Carr Educational, Training, and Empowerment Center; and prohibiting the use of the grant for sectarian religious purposes.
