Synopsis:

Expanding the Maryland Higher Education Investment Program to allow residents of the District of Columbia to participate in the Program; clarifying the status of residents of the District of Columbia for acceptance at public institutions of higher education in the State and for tuition charged at public institutions of higher education in the State; and generally relating to the Maryland Higher Education Investment Program.
