Gas Companies and Electric Companies - Rates - Reductions

Synopsis:

Requiring the Public Service Commission to establish gas and electric service rate reductions for customers who have a family income at or below 200% of federal poverty guidelines; requiring the Commission to impose certain surcharges on specified services; requiring the Commission to authorize gas or electric companies to add an amount to customers' bills; requiring the Comptroller to administer collection of the revenues and place them in a certain fund; providing that the fund is not subject to reversion; etc.
