Procurement - Service Contracts - Standards for Privatization

Synopsis:

Establishing standards and procedures for procurement of services that are currently provided by State employees; requiring an invitation for bids under the Act to state the wages to be paid and require the bidder to provide health insurance to employees; requiring the Board of Public Works, before approving a contract, to certify that the quality of work will be at least equal to that provided by the unit; prohibiting managers from accepting employment from a successful bidder under the Act for 1 year; etc.
