Authorizing the creation of a State Debt not to exceed $600,000, the proceeds to be used as a grant to the County Council and County Executive of Baltimore County for the planning, design, construction, and capital equipping of a facility located at 8220 Tawnmoore Road in Baltimore County for use as a PAL/recreation center; and requiring that the grantee provide and expend a matching fund.
