Synopsis:

Establishing a State Board of Spinal Cord Injury Research in the Department of Health and Mental Hygiene; specifying the duties of the Board, including the administration of a specified grant program and fund; specifying certain powers and duties of the Secretary of Health and Mental Hygiene; providing for the funding of the Fund through the collection by the Motor Vehicle Administration (MVA) of a specified surcharge on speeding violators in accordance with a procedure established by the MVA and the District Court; etc.
