Establishing the Maryland Phi Theta Kappa Scholarship Program; providing for the awarding of Maryland Phi Theta Kappa Scholarships; establishing the requirements for receiving a Maryland Phi Theta Kappa Scholarship; requiring the State Scholarship Administration to send specified information to members of the General Assembly; and providing for the funding of the Maryland Phi Theta Kappa Scholarship Program.
