Increasing the maximum amount of funding allowed for annual grants for
the English for Speakers of Other Languages ("ESOL") programs at State
community colleges, including Baltimore City Community College; and
requiring the Governor to make a deficiency appropriation in a
specified manner and subject to a certain limitation for any fiscal
year in which the State appropriation to the community colleges is
insufficient to fully fund all grants eligible under the ESOL
programs.
