Synopsis:

Altering the rate setting structure for private residential or nonresidential child care programs and nonpublic general education schools; placing the rate setting structure for private child care programs and nonpublic general education schools under the authority of the Department of Education; establishing the Department of Education as the fiscal agent of the Subcabinet Fund for Children, Youth, and Families; defining terms; making the Act an emergency measure; etc.
