Specifying requirements for research involving individuals with a potential or actual decisional incapacity; specifying general conditions for investigators concerning research involving decisionally incapacitated individuals and potentially decisionally incapacitated individuals; specifying standards for investigators and institutional review boards concerning the recruitment for specified purposes of individuals with a potentially incapacitating condition; etc.
