Prohibiting a lender or credit grantor from imposing settlement fees
on borrowers of first or second residential mortgage loans for
photocopying and electronic facsimile transmittal services that are
more than the actual cost incurred by the lender, credit grantor,
settlement attorney, or title insurance company that performs the
photocopying or electronic facsimile transmittal services.
