Synopsis:

Altering the elections cycle for officers in the City of Baltimore to provide that the elections be held at the same time as the elections for other State and county officers; altering the primary election date and the general election date in the City of Baltimore; altering the filing date for a certificate of declination; proving for specified vesting rights in a specified pension system under specified circumstances; etc.
