Authorizing the Office of Legislative Audits of the Department of Legislative Services to access the audit reports of private foundations affiliated with a unit of State government, subject to specified conditions; authorizing the Office of Legislative Audits to conduct an audit of a private foundation affiliated with a unit of State government under certain circumstances; prohibiting the Office from charging fees for the review and the audit; etc.
