Authorizing the creation of a State Debt not to exceed $240,000, the proceeds to be used as a grant to the Board of Directors of The Compassion Center, Inc. for the construction, reconstruction, renovation, repair, and capital equipping of The Compassion Center located at 4700 Erie Street in College Park; requiring the grantee to provide and expend a matching fund; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
