Synopsis:

Requiring the Baltimore City Board of License Commissioners to adopt regulations governing the licensing and operation of an adult entertainment business establishment; repealing a provision authorizing the Mayor and City Council to authorize the Board to enforce the laws and regulations of Baltimore City that govern adult entertainment licensees; etc.
