Synopsis:

Requiring the Maryland Health Care Access and Cost Commission to develop a plan for providing universal health care coverage to eligible residents of the State; requiring the plan to provide specified benefits; specifying the contents of the plan; providing for the appointment by the Governor of an advisory committee to assist the Commission in developing the plan; specifying the composition and duties of the advisory committee; etc.
