Health Care Professionals - Freedom of Speech and Expression

Synopsis:

Prohibiting specified health care carriers from taking adverse action concerning the participation of a health care provider on the carrier's provider panel if the health care provider expresses specified written or oral opinions; and defining, for purposes of this prohibition, the term "carrier" to include a managed care organization or entities that contract with managed care organizations to provide mental health or substance abuse benefits.
