Creating a State Debt not to exceed $200,000, with a matching fund requirement, as a grant to The Maryland School for the Blind for the provision and installation of capital equipment, including air-conditioning and heating equipment; and requiring the grantee to grant and convey to the Maryland Historical Trust a historic easement.
